Youth Advisory Committee (YAC)

The Youth Advisory Committee (YAC) is a youth-led initiative designed to elevate the voices of young people ages 13-17 in Lancaster and Palmdale, California. YAC creates meaningful opportunities for youth to lead conversations, influence policy, and drive positive change within the justice system. Young people in the Antelope Valley have been disproportionately impacted by policing practices, high arrest rates, and strained community relationships. Too often, youth interactions with law enforcement result in punishment rather than support, creating lasting trauma and limiting future opportunities. YAC exists to change that narrative by ensuring youth are not just affected by decisions but actively shaping them. Established in response to a Settlement Agreement with the Los Angeles County Sheriff’s Department, YAC provides a structured platform where young people can engage directly with decision-makers, share lived experiences, and advocate for policies that prioritize youth development, prevention, and community well-being.

At the heart of YAC is the belief that youth perspectives matter. Our members bring creativity, honesty, and leadership to every conversation we host and every initiative we support. Through community engagement, our Teen Talk forums, and collaborative projects with LASD, we are helping shape the future of leadership in our communities and beyond.

Youth Advisory Committee Members

Panayiota Qarmout is the Chair of the Youth Advisory Committee and has been a member since her freshman year, where she has developed valuable advocacy and leadership skills. She also serves on the youth board of the California Association of Youth Courts, an organization dedicated to promoting restorative justice for young people. In addition, she is part of the Internship Committee with IMPACT, a City of Lancaster program, where she helps plan and coordinate citywide events.
When she first joined the Youth Advisory Committee, Panayiota was intimidated by the idea of working one-on-one with Sheriffs. Over time, however, she has come to see them as partners and individuals committed to protecting and supporting the community. The Youth Advisory Committee provides a platform for students to amplify their voices, share their concerns and ideas, and take an active role in planning community initiatives. As a committee, its members work every day to bridge the gap between youth and law enforcement, fostering mutual understanding and collaboration.
